People living with HIV/AIDS face life’s everyday challenges. For many of them, discrimination and stigmatization are harder to handle than the disease itself. These phenomenons could be reduced if the state and people representing it would just respect the confidential information of HIV positive people.
Doctors or social workers have no trouble to disclose the HIV diagnosis to neighbors, relatives, without caring for the consequences, states Andrei Lungu, lawyer at the Institute for Human Rights: “The most frequent is the violation of confidential information of HIV positive people, because this information is more sensitive than the other diseases. The harm caused is huge and often, unrecoverable. The persons violating this right are the doctors, medical workers, social workers, sometimes workers of penitentiary institutions. A person took the HIV test and the result was positive. Shortly, all the villagers learned about the diagnosis. She had to move away because of discrimination”.

 Institutul pentru Drepturile Omului din Moldova (IDOM) a lansat Ghidul „Comisiile locale de monitorizare a locurilor de detenţie”, elaborat de un grup de experţi în drepturile omului. Prin elaborarea acestui ghid, IDOM şi-a propus să ajute membrii Comisiilor locale la monitorizarea calitativă a locurilor de detenţie, precum şi să contribuie la reducerea cazurilor de încălcare a drepturilor persoanelor aflate în detenţie. Publicaţia a elaborată în cadrul proiectului „Contribuţie la funcţionarea Comisiilor de monitorizare a respectării drepturilor omului în instituţiile care asigură detenţia persoanelor”, implementat de IDOM, cu asistenţa Programului de Granturi Mici 2009 al proiectului “Prevenirea torturii”, finanţat de Uniunea Europeană şi co-finanţat şi implementat de Programul Naţiunilor Unite pentru Dezvoltare. Responsabilităţi:
Elaborarea unui ghid cu privire la protecţia drepturilor şi libertăţilor persoanelor seropozitive destinat avocaţilor, ONG-urilor din acest domeniu şi persoanelor seropozitive.

În perioada 30-31 iulie 2010, Institutul pentru Drepturile Omului din Moldova a organizat trainingul de instruire privind „DREPTURILE OMULUI ŞI HIV/SIDA, NEDISCRIMINAREA ŞI MECANISME DE PROTECŢIE A DREPTURILOR PERSOANELOR CARE TRĂIESC CU HIV/SIDA (PTHIV)”. Evenimentul a fost organizat în cadrul proiectului „Reducerea Impactului Infecţiei HIV în Republica Moldova”, finanţat de Fondul Global de Combatere a HIV/SIDA, Tuberculozei şi Malariei, Runda a 8-a. In the period 05-16 July 2010, two key persons involved in the implementation of the project “Reducing HIV-related burden in the Republic of Moldova”, under the Global Fund Round 8 Grant, Doina Munteanu, the project manager and Natalia Mardari, the coordinator of litigation programme, attended the Annual Summer School programme on Health law and ethics organized by the Institute of Health Policy and Management/ Erasmus University of Rotterdam, the Netherlands. The courses provided with an opportunity for intensive training in various aspects of health law and ethics over a two-week period. The Summer School offered a custom-developed course taught by leading academics in their field.
